15px;'>根据渭南市教育局、渭南市发展和改革委员会、渭南市财政局、渭南市市场监督管理局关于印发《渭南市中小学课后服务费管理使用办法（暂行）》的通知（渭教发〔2021〕58号）文件精神，为切实加强我区中小学课后服务费管理，确保资金规范使用，特制定本办法。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第一章 收费管理</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第一条严格按照规定依规收取课后服务费。对脱贫家庭学生、残疾学生、孤儿和低保户家庭学生应免收课后服务费，所需资金由区级财政予以保障。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第二条课后服务费遵循“学生自愿、据实收取、不得盈利、即时结算、定期公布”原则。严禁学校以任何方式强制或变相强制学生参加课后服务活动，严禁不开展课后服务而收费或以课后服务名义乱收费等行为。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第三条完善课后服务实施程序。每学期开学前，学校应科学合理制定学期课后服务实施方案，将服务时间、服务方式、服务内容、经费使用、绩效考核办法等情况报区教育局备案后实施。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第四条实行收费公示制度。学校每学期开学前，要按要求向社会公示课后服务的服务时间、服务方式、服务内容和收费标准等事项，并与自愿参加课后服务活动的学生家长签订课后服务自愿协议书。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第五条课后服务费原则上按学期收取，不得跨学期预收，学期末根据学生实际参加的课时据实清算，多退少不补。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第六条课后服务费属服务性收费，由学校收取，不计入学校收入，根据实际支出列支，纳入学校财务统一管理，实行专账核算。未开设基本账户的学校将课后服务费上缴渭南市临渭区财政局国库集中支付预算单位往来资金专户，按规定流程申请支付。严禁公款私存行为发生。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第七条学校收取课后服务费时应使用相应的税务发票。税务登记的办理、发票领用开具、纳税申报等具体业务，与税务部门对接办理，并严格遵守相关法律法规。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第二章 支出管理</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第八条课后服务费主要用于改善服务条件、支付参与课后服务的工作人员劳务补助等，任何单位和部门不得截留、平调。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第九条学校要结合本单位实际制定课后服务考核办法，完善内部考核制度，严密组织各项考核工作，确保考核工作的严肃性、公正性和权威性；要根据专业技术、管理、工勤等岗位的不同特点，实行分类考核，体现不同学段、岗位、工作量、工作业绩等因素。具体项目、标准和发放方式由学校研究确定，并根据考核结果发放。考核和分配方案要通过教职工（教职工代表）大会讨论通过，报区教育局计财股备案，并在本单位公开。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第三章 监督管理</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第十条学校要安排和开展好课后服务工作，不得擅自增加收费项目、提高收费标准、扩大收费范围，并自觉接受教育、发改、财政、市场监管等职能部门的检查和社会监督。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第十一条学校应建立健全收费资金管理、财务管理和会计核算制度，完整准确记录课后服务费成本和收入情况，接受教育、发改、财政、市场监管等部门的收费监督检查时，要如实提供监督检查所需的账簿、财务报告、会计核算等资料。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第十二条各中小学校应建立健全经费管理制度，严格执行财务管理相关规定，确保经费使用管理的科学性、规范性和效益性。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第十三条学校要成立课后服务工作领导机构，明确责任分工，做好课后服务工作的组织、绩效考核及经费使用管理等各项工作。校长为本单位活动开展、绩效考核和经费管理“第一责任人”，要切实履行好课后服务、监管职责。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第十四条区教育局定期会对课后服务费收费和使用情况进行检查、抽查或审计，对违反有关规定和财务规章制度的，按照有关规定进行处理。</span></p><p style='line-height: 2em;'><span style='font-size: 15px;'>第四章 其他事项</span></p><p style='line-height: 2em;'><span
