2px;">（一）<strong>严格落实燃气安全使用责任。</strong>各地城镇燃气主管部门要切实加强对燃气经营企业的安全监管，从事城镇燃气经营活动的，必须依法取得燃气经营许可。各燃气经营企业要切实履行安全生产主体责任，管道燃气经营企业每两年免费对用户的燃气设施进行一次安全检查，液化石油气经营企业每年对用户进行一次安全检查，发现安全隐患的要及时协助用户予以消除。要向燃气用户发放安全用气手册，提供用户须知等资料，进行安全用气知识宣传和咨询，告知燃气用户及时更换国家明令淘汰或者使用年限已届满的燃气燃烧器具、连接管等。</span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="font-size: 16px;letter-spacing: 2px;"><br></span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 2px;font-size: 16px;">（二）<strong>全面开展燃气使用安全隐患排查整治。</strong>逐线、逐楼、逐户检查排查燃气安全，以大型综合体、学校、医院、酒店、沿街商户、夜市及餐饮场所等人员密集场所的燃气用户为重点对象，全面深入排查燃气管道腐蚀、漏气情况，管道燃气使用场所通风情况，燃气报警器安装及运行情况等。对发现的隐患，建立台账、立行立改；不能立即整改的，要挂牌督办，及时消除隐患，坚决防范事故发生。</span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="font-size: 16px;letter-spacing: 2px;"><br></span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 2px;font-size: 16px;">（三）<strong>加强餐饮场所燃气安全使用管理。</strong>各地城镇燃气主管部门要会同有关部门提出餐饮场所使用燃气的基本安全要求，督促燃气供应企业与餐饮企业签订供用气合同，督促燃气供应企业按照法律法规、标准规范和合同的约定承担用户燃气设施巡检、燃气安全使用技术指导和宣传责任，向社会公示合法燃气供应企业名录，对存在违法违规供气行为的燃气供应企业依法追究责任。</span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="font-size: 16px;letter-spacing: 2px;"><br></span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="letter-spacing: 2px;font-size: 16px;">（四）<strong>健全燃气安全使用管控措施。</strong>各地城镇燃气主管部门要制定和完善燃气安全使用管理制度，特别是针对老旧小区、独居老人、病残等风险高的部位和群体，要排查摸清燃气使用状况，做好安全用气提醒，大力推广具有寿命长、防鼠咬等特点的金属波纹连接管，规范燃气泄漏报警和自动切断装置的安装和检查，确保燃气使用安全。要切实加强燃气经营企业从业人员专业培训考核和继续教育，提高从业人员专业技术和安全意识，落实相关从业人员持证上岗。要制定完善燃气泄漏和突发事故应急预案，加强处置能力培训和应急演练，提升应急处置能力。</span></section><section 16px;">（五）<strong>强化燃气安全使用宣传引导</strong>。加大燃气安全使用宣传力度，组织开展用气安全防护知识进社区、进家庭活动，做到家喻户晓，人人皆知。充分运用电视、广播、网络、微信、报纸等渠道，广泛宣讲燃气安全使用知识和防范基本技能，加快提高社会公众和从业人员对燃气危险特性的认识，及时曝光违法违规行为和典型事故案例，引导广大群众增强风险防范意识和自我保护能力。</span><span
