2px;'>从1993年至2019年，我省历时26年完成了义务教育发展基本普及和基本均衡两大任务。基本均衡完成后，义务教育发展的重点就是全力推进优质均衡发展，着力解决发展不平衡不充分的问题。优质均衡是义务教育更高水平、更有质量的发展阶段，也是均衡发展的更高形态，是办好人民满意教育的必然选择。2020年，按照国家总体部署，我省全面启动义务教育优质均衡创建工作。主要任务就是紧扣公平、结构、质量三大主题主线，深化教育体制机制改革，缩小学校、城乡、区域间教育发展水平的差距，使区域内义务教育学校在办学经费投入、硬件设施、师资调配、办学水平和教育质量等方面处于更加均衡、更高水平的状态，回应和实现广大人民群众对教育的美好愿望。</span></p><p><br></p></li><li><p><span 2px;'>仪器设备、信息化建设等配置水平。政府保障15项指标，包括县级政府履职，落实教育方针和法规政策的工作成效，规划布局、“四统一”、音乐美术专用教室、校额、班额、生均经费、教师工资、培训、编制、交流轮岗等。教育质量包括9项指标，主要是素质教育、校园文化、综合实践、教学管理、校际差异等方面。社会认可度1项指标，包括着力消除长期存在的教育热点、难点问题，考察群众满意度和获得感。</span></p><p><br></p></li><li><p><span 2px;'>2019年12月印发《陕西省县域义务教育优质均衡发展督导评估实施意见》，并召开全省创建工作会。目前，11个设区市均已印发了《实施方案》，有77个县(区)已经由县政府印发创建方案，按照“项项达标、校校达标、县县达标”的要求，遵循以点带面、以校促县的思路，通过县域义务教育优质均衡发展监测信息化系统，监测分析校际差异状况以及指标达标状况，科学推进县域义务教育优质均衡发展，今年年底，预计有600余所学校达到认定标准。根据各地义务教育优质均衡发展规划，省教育厅和督导办逐县逐校开展过程性实地督导。目前，已对10个市的21个市县（区）组织了过程性督导。从督导情况来看，首批创建县（区）在加大经费投入、改善办学条件、缩小教育差异方面取得良好成效。</span></p></li></ul><section 2px;'>目前我们正在大力推动各地教育部门会同当地银行机构探索建立预收费监管机制，对预收费实行专户管理。这里提醒家长缴费过程中一定要将培训费打入机构专用账户并索要正式票据，一次性缴纳费用的时间跨度不要超过3个月。不要轻信校外培训机构提供的“促销优惠”。培训本身是因为我们需要才参加，而不是因为优惠才参加，不要进行没有意义的培训。</span></p></li></ul><section 2px;'>推动过程中要抓住主要矛盾。我想用三个词作以简单介绍。一是“优化”：就是加快推进义务教育结构调整和布局优化，在优化的同时，更需要办优办强公办义务教育，确保义务教育学位主要由公办学校或政府购买服务提供，大大增加优质公办义务教育资源供给，支持优质民办义务教育规范发展，惠及更多家庭，办好人民满意的教育。二是在优化基础上，需要“减量”：对现有民办学校基本办学条件不达标、专职教职工数量不足、招生规模扩充过快、存在大校额大班额、教育质量差的，要督促其整改，并按规定减少招生计划，对突出问题要严肃处理。三是在优化和减量的基础上要“规范”：第一个规范是坚持社会主义办学方向规范化。民办学校要加强党对民办学校的领导，坚持社会主义办学方向，落实立德树人根本任务，加强社会主义核心价值观培育，确保学校按照党的要求办学立校、教书育人。第二个规范是“公参民”学校规范化，规范“公参民”学校办学，引导公有资源回归公办，符合举办民办学校条件的“公参民”学校在公有资源退出基础上可继续举办民办学校。第三个规范是民办学校非营利性、公益属性规范化。主要是强化四项管理：即强化招生管理，坚决防止虚假宣传、违规跨区域招生、变相考试招生、掐尖招生等行为；强化质量管理，全面规范课程设置和教材使用，确保正确办学方向，建立完善民办学校质量监测制度；强化财务管理，加强对民办义务学校财务全流程监管，防止民办义务教育学校以非营利之名行营利之实，加强对民办学校的年检工作；强化收费管理，加快出台非营利性民办学校收费办法，督促民办义务教育学校落实收费公示和公开承诺制度，严肃查处收取或变相收取与入学挂钩的捐资助学款、借读费等行为。严格落实非营利性法定要求，合理确定收费标准。</span></p></li></ul><section 2px;'>要精心组织实施。我们目前正在制定《陕西省规范民办义务教育发展工作方案》，正在走相应程序，要夯实省市县责任，明确任务分工和时间节点，扎实推进工作开展。要完成规范民办义务教育任务，存在大量民办学位转为公办、短期内地方财政要担负巨大负担、民办义务教育资源分布不均衡、教职工编制问题突出需要在过程中予以妥善解决，“公参民”学校情况更复杂，治理难度和困难相应比较大，这些问题需要在推动过程中一一得以解决。具体有几方面措施：一是加强组织领导。省上专门成立了以省委、省政府分管领导为组长，省级相关厅局主要负责人为成员的工作领导小组，统筹协调，精心组织、科学部署相关工作；各地市要夯实地方党委、政府主责，成立领导机构，建立相应机制，切实担当作为，细致周密部署，全面抓好落实，确保一年见效，两年基本完成任。二是加强督导。省级督导部门也已制定具体方案，将规范民办义务教育发展列为督导一号工程。三是强力推进。我们还将采取定期通报、召开调度会的方式，加强督促整改，促进规范民办义务教育工作有序开展，切实把好事办好，向人民群众传递出中央政策温度。</span><span
