16px;">近年来，在各级政府和有关部门的重视和支持下，我省学前教育得到了较快发展，特别是省级将公办幼儿园收费制定权限下放至各设区市，有效保障了公办幼儿园发展，一定程度上缓解了学前教育资源供需的矛盾。但是，学前教育基础还较薄弱，幼儿“入公办园难、入民办园贵”等问题在一些地方仍然比较突出，群众反映比较强烈。同时，个别地方因公办园收费标准长期未做调整，导致的公办园运转困难，发展艰难，供需矛盾等现象仍然存在。为进一步加强我省幼儿园收费管理，推进我省学前教育普及普惠发展，现就有关事项通知如下。</span></p><p 16px;">一、提高认识，落实责任。学前教育阶段一直是社会关注、需求矛盾比较集中的领域，各地应秉承党中央“公平而有质量的教育”这一宗旨，提高站位，高度重视，落实主体责任，履行部门职责，进一步加强学前教育收费管理。各地应结合当地学前教育实际情况，积极推进非义务教育成本分担机制，科学制定公办幼儿园收费标准，引导民办幼儿园科学合理收费。</span></p><p 0px;">幼儿园收费项目由省级管理，收费项目有五项：保教费、住宿费、伙食费（含餐点）、体检费、保险费。</strong></span>其中公办幼儿园收取的保教费、住宿费收入纳入行政事业性收费管理，实行政府定价；民办幼儿园的保教费、住宿费实行市场调节价；普惠性民办幼儿园由各县（市区）教育行政部门商财政、发改部门以合同约定等方式确定最高标准。伙食费（含餐点）为服务性收费；体检费和保险费为代收费。</span></p><p
