color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>为保护公众健康，降低大气污染强度,按照《渭南市重污染天气应急预案》（渭政发〔2019〕34号）要求，<span style='background-color: rgb(255, 251, 0);'>经市重污染天气应急指挥部批准，决定于11月25日12:00发布我市重污染天气黄色预警，11月26日12:00启动Ⅲ级应急响应</span>，由各县市区政府（管委会）和市级相关部门，组织实施以下应急措施：</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'><span style='color: rgb(216, 40, 33);'><strong>一、健康防护措施</strong></span></p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>1、<span style='color: rgb(0, 82, 255);'>提示儿童、老年人和呼吸系统、心脑血管病及其他慢性疾病患者尽量留在室内，避免户外活动，尽量减少开窗通风时间。</span></p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>2、建议一般人群减少或避免户外活动；室外工作、执勤、作业、活动等人员可以采取佩戴口罩、缩短户外工作时间等必要的防护措施。</p><p style='vertical-align: inherit; font-family: 微软雅黑, 宋体, serif;'><span style='color: rgb(216, 40, 33);'><strong>二、建议性减排措施</strong></span></p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>1、倡导公众绿色生活，节能减排，可适当将空调调低1-2℃。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>2、倡导公众绿色出行，尽量乘坐公共交通工具或电动汽车等方式外出；驻车及时熄火，减少车辆原地怠速运行时间。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>3、倡导公众绿色消费，单位和公众尽量减少含挥发性有机物的涂料、油漆、溶剂等原材料及产品的使用。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>4、生产过程中排放大气污染物的企事业单位、各类工地等加强管理，主动减排，在排放达标基础上提高污染治理设施效率，调整大气污染物排放的生产工艺和生产时间。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'><strong><span style='color: rgb(216, 40, 33);'>三、强制性减排措施</span></strong></p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>1、工业企业减排措施。纳入重污染天气应急减排清单的工业企业落实“一厂一策”实施方案。属于《重污染天气重点行业应急减排措施制定技术指南（2020年修订版）》中涉及钢铁、有色、化工、焦化、铸造、建材等39个重点行业，参照《技术指南》执行，减排措施力度不低于《技术指南》要求。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>石材加工、非金属矿物质制品等行业停产。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>其他行业（服务类、涉及民生类除外），产生粉尘和VOCs排放工序停产。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>2、移动源减排措施。重点行业禁止使用国四及以下重型载货车辆（含燃气）进行物料运输（特种车辆、危化品车辆、民生保障类等除外）；矿山、砂石料厂、石材厂、石板厂等停止使用国四及以下重型载货汽车和国二及以下非道路移动机械（清洁能源和紧急检修作业机械除外）。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>3、扬尘源减排措施。加强矿山、施工工地和交通扬尘等面源应急管控。除应急抢险外，矿山、砂石料厂、石材厂、石板厂等停止露天作业；施工工地应停止土石方作业、建筑拆除、喷涂粉刷、护坡喷浆、混凝土搅拌等；干道和易产生扬尘路段，非冰冻期，在城市道路日常保洁基础上增加2次机扫和洒水频次；未安装密闭装置、易产生遗撒的煤炭、渣土、砂石料等运输车辆应停止上路。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>4、市域范围内全时段禁放烟花爆竹。</p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'><strong><span style='color: rgb(216, 40, 33);'>四、工作要求</span></strong></p><p style='vertical-align: inherit; color: rgb(43, 43, 43); font-size: 15px; text-indent: 0em; line-height: 2em; font-family: 微软雅黑, 宋体, serif;'>各级各部门要按照《渭南市重污染天气应急预案》要求，结合本级本部门职责，积极落实重污染天气应急响应措施，有效减少污染物排放；组织力量强化监督检查，缓解重污染天气影响。重污染天气应急响应期间，各县市区应急指挥部办公室和指挥部市级各成员单位于每日15:00前将应急措施落实情况、领导带队检查情况、执法等情况报指挥部办公室（邮箱：wndqb2016@163.com）。</p><p style='vertical-align: inherit;
