15px;">2019年12月12日，市生态环境局潼关分局接群众举报称“自家桃园南边沟壑内有人倾倒废油桶，桶内装有不明黑色液体，散发出刺鼻气味”，市生态环境局潼关分局立即联合潼关县公安局，对该问题线索进行调查。经鉴定，该黑色不明液体属于危险废物，共计136桶21.3吨，根据《刑法》及最高人民法院、最高人民检察院《关于办理环境污染刑事案件适用法律若干问题的解释》有关规定，市生态环境局潼关分局将该案件移送潼关县公安局立案侦办，</span><strong><span
