inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第一条根据《殡葬管理条例》《陕西省民政厅办公室关于转发<民政部办公厅关于学习推广山东省沂水县“惠民殡葬”改革经验做法的通知>的通知》（陕民办发〔2021〕54号）、《渭南市民政局关于印发<渭南市殡葬综合改革试点方案>的通知》（渭民发〔2020〕130号）等文件精神，结合乡村振兴和我为群众办实事活动，制定本规程指南。 </span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第二条文明礼葬工作，坚持以人民为中心的发展思想，围绕“厚养礼葬、文明生态”目标，全域化推进丧事礼仪改革，破除陈规陋习，树立绿色、文明、节俭、礼葬新风尚，提升城乡文明水平。 </span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第三条文明礼葬工作，以深化提升殡葬改革为主线，坚持“三为主”“三不准”“三严禁”原则。</span><span style="color: rgb(0, 82, 255);font-size: 15px;">“三为主”即正面工作为主、宣传引导为主、优质服务为主；“三不准”即不准一刀切、不准强制、不准搞突击式运动；“三严禁”即严禁散埋乱葬、严禁大操大办、严禁建超标准（超大、豪华、家族）墓。</span><span style="font-size: 15px;"> </span></p><p style="vertical-align: inherit;"><br></p><p style="text-align:center;vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;"><strong>第二章红白理事会</strong></span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第四条健全完善县、镇（街）两级红白理事会指导管理机构，充分发挥村（居）红白理事会作用，村（居）红白理事会在村（居）“两委”会的指导下开展工作。 </span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第五条县、镇（街）两级红白理事会指导管理机构定期对村级红白理事会成员开展业务培训；指导、监督辖区内村（居）红白理事会开展移风易俗、文明礼葬工作。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第六条 村（居）红白理事会实行理事会长负责制，由若干人组成，其中设会长1人，副会长、秘书长各1人，成员若干。原则上会长由村（社区）党支部书记担任，副会长、秘书长、理事成员由本村(居)威望高、组织能力强的村（社区）“两委”成员、老党员、老干部、退休人员、乡贤等担任。 </span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第七条村（居）红白理事会负责向村（居）民宣传移风易俗、文明礼葬政策，及时上门做好逝者丧葬期间的各项服务工作。村（居）红白理事会及成员不得为逝者举办追思（悼）会之外的丧葬活动，不得从事带有迷信性质的丧葬行为，</span><span style="font-size: 15px;color: rgb(0, 82, 255);">不得向逝者亲属索要或收受财物，不得向逝者亲属兜售丧葬用品。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="text-align:center;vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;"><strong>第三章文明礼葬</strong></span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第八条渭南村（居）民去世后，逝者所在单位工会、所属村（居）委会红白理事会按程序按规定为逝者家属提供服务，逝者家属应积极支持配合，确保丧葬礼仪文明、节俭、生态。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第九条 在渭南居住的外地人去世后，其遗体原则上就地、就近火化，禁止运往外地。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><strong><span style="font-size: 15px;">第十条党政机关、企事业单位人员去世文明礼葬程序：</span></strong></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（一）党政机关、企事业单位人员去世后，其亲属及时告知逝者所在单位工会组织。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（二）单位工会及时沟通逝者家属，联系殡仪馆派遣遗体运输车辆，协调公墓墓位；期间逝者家属应提供医疗机构或公安机关出具的逝者死亡证明。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（三）单位工会应适时在逝者家中或殡仪馆组织召开追思（悼）会。提倡追思（悼）会仪式现场布设简单、庄重、肃穆，坚持逝者家属自愿原则，不搞一刀切。</span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（四）追思（悼）会仪式倡导程序。主持人宣布逝者追思（悼）会开始；播放哀乐并默哀；致悼词并介绍逝者生平；逝者家属致答谢词；向逝者遗像集体进行一次祭奠或向逝者遗体鞠躬告别。</span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（五）追思（悼）会结束后，逝者亲属持由医疗机构或公安机关出具的逝者死亡证明，到殡仪馆火化遗体。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（六）逝者遗体火化后，逝者亲属将骨灰送到公墓安葬，单位工会和公墓管理员现场搞好安葬服务，提倡使用树葬、草坪葬、花坛葬、壁葬等节地生态安葬方式，同时登记逝者信息，留存相关资料，建立逝者档案。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十一条 火化区村（居）民去世文明礼葬程序参照党政机关、企事业单位人员去世文明礼葬程序执行。村（居）民去世后，其亲属及时告知村（社区）“两委”，由村（社区）“两委”通知村（居）红白理事会。 </span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十二条非火化区和少数民族村（居）民去世后，尊重当地和民族习俗，应在规划的农村公益性公墓或少数民族公墓内安葬（放），倡导遗体深埋、不留坟头或以树代碑。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十三条 党员、干部带头推动殡葬改革,去世后须文明治丧，简办丧事，实行火葬，应在规划公墓内安葬（放），提倡使用树葬、草坪葬、花坛葬、壁葬等节地生态安葬方式。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十四条 城乡特困供养对象死亡后应当火化，火化后享受丧葬费政策；享受困难群众殡葬救助对象、民政所属机构特殊服务对象死亡后必须火化。</span></p><p style="vertical-align: inherit;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;color: rgb(0, 82, 255);"><strong>第十五条 丧事文明俭办规定 ：</strong></span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（一）倡导取消事前宴请办事人员吃席饮酒，改以茶果招待议事。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（二）简化各种祭奠仪式，精简祭品种类和数量，提倡三天内安葬，安葬当天集体进行一次祭奠或举行遗体告别仪式。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（三）严格控制席面桌数、钱数，菜品合理搭配，用餐标准（含烟酒茶糖果饮料）根据当地经济条件而定，提倡文明就餐。</span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（四）城市小区公共区域内严禁搭建灵棚，农村提倡搭建简易灵棚且不得阻碍交通；提倡使用小型纸质花圈并控制挽联挽幛数量。</span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（五）城区严禁使用乐队，农村提倡不使用乐队，确需使用应严格控制人数，严格控制演艺活动时间；哀乐播放不得扰民。</span></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">（六）丧事办理期间，提倡逝者亲属和参加悼念活动的人员佩戴黑纱、白花，不举办带有迷信性质的丧葬活动。农村倡导不焚烧纸扎，不燃放鞭炮，中心城区禁止燃放鞭炮、抛撒纸钱、焚烧冥币。</span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="text-align:center;vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;"><strong>第四章 文明祭祀</strong></span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十六条倡导文明、节俭、环保、绿色祭祀，提倡采取鲜花祭祀、植树祭祀、网上祭奠、撰写追忆文章等方式表达对逝者的哀思，提倡不焚烧纸钱、不燃放鞭炮、不相互攀比、不铺张浪费，自觉摒弃陈规陋习。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十七条在殡仪馆、骨灰堂、公墓等殡葬服务机构开展祭祀活动，严格遵守有关防火规定，不违规用火；遵守公共秩序，爱护公共设施，服从工作人员管理。 </span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;">第十八条 在农村公益性墓地及集中埋葬点祭祀，提倡不烧纸焚香、不燃放鞭炮，杜绝不安全隐患发生。</span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="text-align:center;vertical-align: inherit;line-height: 2em;"><span style="font-size: 15px;"><strong>第五章 附 则</strong></span></p><p style="vertical-align: inherit;line-height: 2em;"><br></p><p style="vertical-align: inherit;line-height:
