text-indent: 2em;'><span style='color: rgb(2, 30, 170); font-size: 15px;'><strong>二、社区团购“薅羊毛”，小心买到假货和劣质产品</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>社区团购是依托电商平台、社群等工具开展的消费品团购活动。消费者可以通过拼团的形式，购买到价格较为低廉的商品。据了解，社区团购自2020年末，随着众多知名电商平台入局社区团购业务，使社区团购得到迅猛发展，凭借“远低于市场平均水平的价格”，成功吸引大批社区消费者纷纷“跟团”。当前，社区团购可谓无所不包，从水果蔬菜到日用百货，从餐饮服务到交通出行均有涉及。但在社区团购“光鲜”的背后，也存在着诸多问题，如商品质量差、虚假促销、低价倾销、退店保证金不退还等，其中低价低质问题最为突出。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>如，《中国消费者》杂志社于2021年9月从社区团购电商平台挑选了10款销量较好的低价洗衣液，并委托第三方检测机构就洗衣液的总活性物含量（指有去污效果的表面活性剂在产品中所占的质量百分比，一般来说，总活性物含量越高，去污效果越好）及规定污布的去污力（洗衣液去除衣物上面的污垢和油脂、淀粉及蛋白质等污垢的能力，即洗得干净与否）等2项核心指标进行了检测，结果质量堪忧。经检测，10款样品的总活性物含量均未达到行业标准（≥15%）要求，最高的一款仅为9.8%，其余9款不足5%；10款样品中有9款在规定污布的去污力方面不符合行业标准要求。<br data-filtered="filtered" style='margin-right: auto;margin-left: auto;font-size: 12px;line-height: 24px;'></span></p><p style='line-height: 2em;text-indent: 2em;'><br></p><p style='line-height: 2em;text-indent: 2em;'><span style='background-color: rgb(255, 41, 65); text-indent: 2em;'><span style='color: rgb(2, 30, 170); font-size: 15px;'><strong>三、超低价促销暗藏“猫腻”，让利为假，盈利为真</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>一些价格明显不合理的低价促销“猫腻”较多，看似让利消费者，实则“放长线钓大鱼”，用“免费”“0元购”“秒杀”“充多少送多少”等作为诱饵，诱导消费者“上钩”。有的是质量特别低劣的不合格产品或是在服务质量上缩水；有的是产品免费赠送，但要使用该产品还需额外支付费用；有的是在消费者毫不知情的情况下就办理了贷款或者分期付款；有的是诱导消费者充值大量的预付款；有的是为了获取消费者的个人信息，然后再推送各种广告或是出售盈利；有的是暗藏木马程序，消费者一旦点击链接或者扫码，将面临较大的财产安全风险等。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>如，2021年1月27日，四川省自贡市自流井区保护消费者权益委员会五星街分会接到消费者袁女士投诉，称其于2021年1月27日在某购物广场逛街，看到有商家在免费发放礼品，同时宣传免费领取学习机，袁女士心想家里小孩可以用来学习，便向商家了解情况，商家一直称不需支付费用，于是袁女士便领取了一台，但是领取过后商家却让她充值2499元学习卡才能使用，袁女士只好向商家支付了2499元。事后，消费者觉得商家诱导消费，遂进行投诉。经调查，商家在宣传时未告知消费者免费领取学习机之后要充值付费才能正常学习。调解后，商家退还消费者全款2499元。</span></p><p style='line-height: 2em;text-indent: 2em;'><br></p><p style='line-height: 2em;text-indent: 2em;'><span style='background-color: rgb(255, 41, 65); color: rgb(255, 255, 255); font-size: 15px;'><strong>【中消协提示】</strong></span><span style='font-size: 15px;'>消费者一要警惕商家的超低价甚至免费促销行为，仔细辨别促销的真伪，特别要了解是否附带其他条件等。对于涉及分期付款的，要全面了解相关规则，并衡量自身的偿还能力。二要理性充值，对于“充多少送多少”“高额返现”等形式诱导消费者充值的，要结合商家的信誉度、消费者自身经济能力和消费需求等综合考虑，建议不要一次性充值较大金额。三要保护好个人信息和个人财产安全，不随意填写手机号、地址等个人信息；不随意点击不明链接、不随意扫描二维码。</span></p><p style='line-height: 2em;text-indent: 2em;'><br></p><p style='line-height: 2em; text-indent: 2em;'><span style='color: rgb(2, 30, 170); font-size: 15px;'><strong>四、远离“不合理低价游”，当心“游游游”变成“买买买”</strong></span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>近年来，“不合理低价游”引发的强迫购物、产品质量纠纷、侮辱消费者等问题时有发生，严重损害消费者权益，损害旅游景区形象，影响旅游行业的健康发展。“不合理低价游”往往打着“团购价”“零团费”“免费游”“旅游补贴”等噱头进行包装，实际却暗藏着损害游客利益的“陷阱”，如在行程路线、交通工具、餐饮住宿等方面大打折扣，并在旅途中安排各种购物环节，或是在签订合同时将最精彩、需要付费的景点排除在低价团费之外变相加价。这些行为严重影响消费者的出行体验，容易产生消费纠纷。</span></p><p style='line-height: 2em;text-indent: 2em;'><span style='font-size: 15px;'>如，2021年4月22日，文化和旅游部旅游质监所发布了“不合理低价游”十大投诉典型案例。其中一则为“零团费”旅游团通过购物获利案。游客王某投诉，在南京某旅行社报名参加宜兴五日购物团，团费0元。在约定的行程外，导游擅自增加购物次数，王某共消费500元，所购商品严重质价不符。经南京市鼓楼区文化和旅游局调解，旅行社同意为游客办理退货手续，并先行垫付退货款500元。旅行社的违法行为另行“诉转案”立案查处。</span></p><p style='line-height: 2em;text-indent: 2em;'><br></p><p style='line-height: 2em;text-indent: 2em;'><span style='background-color: rgb(255, 41, 65);
