text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>一、非学科类校外培训应全面贯彻党的教育方针，坚持立德树人，保持公益属性，遵循教育规律，促进中小学生健康成长、全面发展。</span></section><p style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 2em;'><br style='outline: 0px; max-width: 100%; box-sizing: border-box;'></p><section style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>二、非学科类校外培训机构应当具备相应的资质条件，从业人员应当具备相应的职业（专业）能力证明。</span></section><p style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 2em;'><br style='outline: 0px; max-width: 100%; box-sizing: border-box;'></p><section style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>三、非学科类校外培训机构应当努力提升培训质量，确保培训内容、培训方式与培训对象的年龄状况、身心特点、认知水平相适应。非学科类校外培训机构应当建立培训材料编写研发、审核、选用使用及人员资质审查等内部管理制度，明确责任部门、责任人、工作职责、标准、流程以及责任追究办法。</span></section><p style='outline: 0px; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>四、非学科类校外培训机构应严格落实国家以及行业规定的场地、设施、消防等安全风险防范要求。建立健全安全管理制度，定期开展安全自查，做好突发事件应急处置。</span></section><p style='outline: 0px; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>五、非学科类校外培训机构应当遵循公平、合法、诚实信用的原则，根据市场需求、培训成本等因素合理确定培训收费项目和标准。培训收费应当实行明码标价，培训内容、培训时长、收费项目、收费标准等信息应当向社会公开，接受公众监督。</span></section><p style='outline: 0px; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>六、非学科类校外培训机构应当全面使用《中小学生校外培训服务合同（示范文本）》，严格履行合同义务，规范自身收费行为。禁止以虚构原价、虚假折扣、虚假宣传等方式进行不正当竞争，预防和制止垄断行为，禁止任何形式的价格欺诈行为。</span></section><p style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 2em;'><br style='outline: 0px; max-width: 100%; box-sizing: border-box;'></p><section style='outline: 0px; max-width: 100%; box-sizing: border-box; text-indent: 0em;'><span style='outline: 0px; max-width: 100%; box-sizing: border-box !important;'>七、非学科类校外培训机构预收费须全部进入本机构收费专用账户。面向中小学生的培训不得使用培训贷方式缴纳培训费用。不得一次性收取或以充值、次卡等形式变相收取时间跨度超过3个月或60课时的费用。</span></section><p style='outline: 0px;
