line-height: 1.75em;'><font face="微软雅黑" size="3">（二）隔离观察人员，包括居家隔离观察、密接和次密接、入境隔离观察、封控区和管控区内的人员。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（三）有抗原自我检测需求的社区居民。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3">二、基层医疗卫生机构抗原检测应用</font></strong></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3"><br></font></strong></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">基层医疗卫生机构在接诊有呼吸道、发热等症状且出现症状5天以内的人员时，具备核酸检测能力的机构，应当首选进行核酸检测；不具备核酸检测能力的，进行抗原检测。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（一）需满足的主要条件。为保障质量安全、避免医患之间交叉感染，基层医疗卫生机构开展抗原检测需同时满足以下条件：1.样本采集、检测人员均应当经过生物安全培训和技术操作培训，并考核合格。2.具备生物安全柜等适宜的仪器设备，检测过程中做好医务人员防护。3.检测操作宜在相对独立且通风良好的空间内进行；基层医疗卫生机构具备实验室条件的，鼓励在实验室内进行检测操作。4.建立抗原检测阳性人员的报告、转运制度与工作流程。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（二）检测结果的处置。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">1.针对抗原检测阳性人员，基层医疗卫生机构应当立即向辖区疾控部门报告，由急救中心按照新冠肺炎疫情相关人员转运工作指南，将抗原阳性人员转运至设置发热门诊的医疗机构进行核酸检测。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">2.针对抗原检测阴性人员，基层医疗卫生机构应当予以对症治疗、嘱其居家观察，自就诊当日起连续5天每天进行一次抗原检测，避免社交活动，正确佩戴口罩，勤洗手勤通风。抗原结果一直阴性、直至症状消失的，可不采取其他干预措施。抗原结果一旦阳性，阳性人员需立即向所在社区（村镇）报告，由社区（村镇）联系急救中心按照新冠肺炎疫情相关人员转运工作指南，将其转运至设置发热门诊的医疗机构，进行核酸检测；阳性人员使用后的采样拭子、采样管、检测卡等装入密封袋一并转运至医疗机构作为医疗废物处置。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（三）检测试剂的配备。基层医疗卫生机构配备抗原检测试剂纳入集中招标采购，可通过省级集中招采，不断降低检测试剂价格，减轻检测费用负担。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3">三、隔离观察人员抗原检测应用</font></strong></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3"><br></font></strong></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">居家隔离观察、密接和次密接、入境隔离观察、封控区和管控区内的人员，由相关管理部门（如社区、村镇、隔离点等）做好组织管理。在隔离观察期按照现行的有关防控方案要求开展核酸检测，并在前5天每天进行一次抗原自测。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（一）需满足的主要条件。隔离观察人员进行抗原检测需同时满足以下条件：1.建立抗原自测管理流程，包括抗原检测试剂领取、人员信息核对、检测过程监督、结果上报等。2.隔离观察人员需认真阅读说明书，按照规定的要求和流程，规范地进行采样、加样、结果判读等操作；有条件的管理部门要对检测过程进行监督管理，确保检测结果真实可信。3.做好废弃物处理。检测使用后的采样拭子、采样管、检测卡等，不论结果阴性还是阳性，均装入密封袋由管理人员参照医疗废物或按程序处理。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">（二）检测结果的处置。抗原检测阳性的，须立即进行核酸检测予以确认。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3"><br></font></strong></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3">核酸检测是新冠病毒感染的确诊依据。在进行核酸检测确认的过程中，如核酸检测阳性，不论抗原检测结果是阳性还是阴性，均按照新冠病毒感染者或新冠肺炎确诊患者采取相应措施；如核酸检测阴性但抗原检测阳性，则视同新冠病毒感染者采取集中隔离等措施，密切观察，连续进行核酸检测。</font></section><section style='text-indent: 2em; line-height: 1.75em;'><font face="微软雅黑" size="3"><br></font></section><section style='text-indent: 2em; line-height: 1.75em;'><strong><font face="微软雅黑" size="3">六、人员培训和宣传教育</font></strong></section><section style='text-indent: 2em;
