color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'>为切实做好全区教育系统2022年国庆假期及前后新冠肺炎疫情防控工作，根据省、市、区应疫办《关于印发渭南市国庆假期及前后新冠肺炎疫情防控工作方案的通知》文件精神，结合我区实际，现就切实做好2022年国庆假期及前后新冠肺炎疫情防控工作通知如下：</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><span style='color: rgb(171, 25, 66);'><strong>一、高度重视，提高站位</strong></span></section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'>当前全球新冠肺炎疫情高位运行，奥密克戒变异株已成为主要流行株，传播能力更强，传播速度更快，防控难度大。国庆将至，人员流动性增加，加之党的十九届七中全会和党的二十大召开在即，奠定良好的疫情防控环境具有十分重要的政治意义。各校要坚持“外防输入、内防反弹”总策略和“动态清零”总方针不动摇，进一步压紧“四方责任”，落实“五早要求”，严格按照《新型冠状病毒肺炎防控方案（第九版）》（以下简称九版方案）和中省市近期防控工作要求，从严落实疫情防控各项措施，做到早发现、快处置、防外溢，巩固好我区来之不易的疫情防控工作成果，以实际行动迎接党的二十大胜利召开。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><span style='color: rgb(171, 25, 66);'><strong>二、紧盯重点，抓好落实</strong></span></section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（一）及时启动应急机制。</strong>各校要进一步修订《学校疫情防控工作方案》《学校疫情防控应急处置预案》，完善疫情防控各项制度、机制，开展多场景、实操性应急演练活动，着力解决责任不清、反应迟缓、协同不足等问题。一旦发生疫情，立即启动应急指挥体系，学校主要领导靠前指挥处置，密切配合相关部门，做到以快制快、应检尽检、应隔尽隔、应收尽收、应治尽治，力争在较短的时间内控制疫情。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（二）做好防控资源准备。</strong>各校要牢固树立“宁可备而不用，不可用而无备”的思想，对照区局前期印发的《物资储备标准》，规范设置临时隔离室、隔离室。及时补充医用口罩、防护服、免洗手凝胶、乳胶手套等防疫物资。对物资储备室，要落实专人管理，做好物资出入台账登记，做到底数清、情况明。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（三）统筹各类防疫力量。</strong>各校要按照区局统一安排，密切配合相关股室办做好站南街道4号社区做好共驻共建，配合区委组织部，抽调党员志愿者，参与“两站一口”以及全员核酸志愿服务等工作。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（四）强化风险人群监测。</strong>发生疫情的情况下，师生员工每2天完成一轮核酸检测。9月25日（本周二）前，各校必须完成“渭南市48类重点人群应检尽检信息管理系统”，做到应录尽录、应检尽检。后期，对未按规定频次进行核酸检测的人员和未参加全员核酸检测的人员，将落实“陕西一码通”弹窗提醒、短信提醒等措施。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（五）强化重点区城重点机构重点场所疫情防控。</strong>各校要严格落实常态化防控措施，教职员工和学生核酸检测在属地社区（村）开展。<span style='color: rgb(0, 82, 255);'>要落实所有公共场所必须设置“场所码”、查验岗，逐人“一扫一测三查验”，做到不漏一处、不少一人。</span>有建筑工地的学校，对外省返岗的员工，要连续3天核酸检测阴性并在单独区域健康监测4天后方可上岗。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（六）强化聚集性活动管控。</strong>各校要坚持非必要不举办、能线上的不线下，近期原则上不安排大型会议、培训、军训、会展、文艺演出等聚集性活动，强化对师生自发性聚集活动、传统宗教活动的管控。确需举办的报区应疫办从严审批，按照“谁审批、谁负责”“谁举办、谁负责”的原则，制定防控方案，尽量缩小规模、减少人数。活动期间，落实测温扫码、通风消毒、佩戴口罩、每日核酸检测和健康监测等防控措施<span style='color: rgb(0, 82, 255);'>。倡导教职员工从简举办婚丧嫁娶，承办5桌以上宴会等聚餐活动，须提前向社区（村）报备，社区（村）监督落实防控措施。</span>倡导广大干部群众不组织、不参与规模性聚会聚餐活动。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（七）强化季节性流感等呼吸道传染病防控。</strong>针对新冠肺炎和流感疫情叠加传播风险，各校要抓住9-11月流感疫苗最佳接种时间，引导学生加快流感疫苗接种，做好师生员工结核病筛查宣传教育，配合卫生部门做好相关工作。同时，按照国家规定16周岁完成8种疫苗接种和3周岁以上完成新冠疫苗接种，如发现无证或接种不完善的，要及时通知家长或监护人到当地医疗机构补证、补种，增强学生自身免疫力。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（八）强化培训宣传引导。</strong>各校要结合区局《关于切实做好2022年国庆假期及前后新冠肺炎疫情防控工作的通知》以及临渭教育政务新媒体平台推送的《第九版防控方案防疫手册》内容，分批次做好疫情防控政策培训，做到应训尽训、全员覆盖。要广泛开展疫情防控相关法律、知识、措施以及公民防疫准则宣传，引导师生员工自觉遵守防控规定，保持良好卫生习惯。强化典型案例的宣传报道，表扬先进、警示危害，形成群防群控的良好氛围。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><strong>（九）做好人、物、环境同防。</strong>各校严把校门关，无关人员不得入校，师生员工一体化管理。教职员工进入校园必须落实“一扫一测三查验”制度。<span style='color: rgb(0, 82, 255);'>要引导师生员工假期就地过节，非必要不离渭，原则上不出省，坚决不去中高风险地区去，外出必报备。</span>坚持人、物、环境同防，严格落实学校食堂、医院（医务室）、核酸检测点、宿舍、教室、图书馆、体育馆、公共卫生间等场所疫情防控措施，做好环境消杀、通风换气、卫生清洁等工作。</section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'><span style='color: rgb(171, 25, 66);'><strong>三、强化督查，确保安全</strong></span></section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'>1.制定专项方案。各校要按照“管学校必须管疫情防控、管业务必须管疫情防控”原则，<span style='letter-spacing: 0px;'>对照</span><span style='letter-spacing: 0px; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;'>九版方案要求，</span><span style='letter-spacing: 0px;'>结合各自实际，制定《学校国庆假期及前后新冠肺炎疫情防控工作实施方案》，于9月26日前将纸质版（盖章、主要领导签字）报送辖区中心校，中心校27日前报送区局防控办。</span></section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'>2.保持激活状态。各校要严格执行24小时值班、“日报告、零报告”等制度。<span style='letter-spacing: 0px;'>建立传染病疫情和食物中毒报告制度。一旦发现有学生有发热、干咳、呕吐等现象，要第一时间报告学校疫情防控组，并逐级准确上报信息，采取有效措施处置突发情况。同时，教育师生不信谣，不传谣，不造谣，避免发生舆情。</span></section><section style='margin-bottom: 24px; color: rgb(43, 43, 43); line-height: 32px; font-size: 16px; text-indent: 0em;'>3.严格督导检查。各学校、幼儿园，各中心校，各股室办、二级单位要以责任落实、措施落实、工作落实为内容，组织全面自查，整改突出问题。要对各自所负责的专业领域、包联片区疫情防控措施落实情况不间断督导检查，发现问题，限期整改，问题严重的严肃追责。</section><section style='margin-bottom: 24px;
