box-sizing: border-box;"><span leaf=""><font face="微软雅黑">“双减”政策实施以来，全省校外培训治理工作取得明显成效，绝大多数校外培训机构主动配合监管、积极落实政策要求，彰显了应有的社会责任与担当。在此，向大家的理解支持表示衷心感谢！2026年寒假将至，为持续巩固治理成果，规范培训市场秩序，保障机构及学生合法权益，省教育厅、省科技厅、省文化和旅游厅、省市场监督管理局、省体育局、省消防救援总队联合就有关事项告知如下：</font></span></p><p style="text-indent: 2.125em; margin-bottom: 10px; box-sizing: border-box;"><font face="微软雅黑"><strong style="box-sizing: border-box;"><span leaf=""><span style="color: rgb(0, 122, 170);" textstyle="">一是严守准入要求。</span></span></strong><span leaf="">依据《中华人民共和国民办教育促进法》《中华人民共和国民办教育促进法实施条例》《校外培训行政处罚暂行办法》等法律法规，校外培训机构必须经审批部门或主管部门审核取得《中华人民共和国民办学校办学许可证》，并依法办理《营业执照》或《民办非企业单位登记证书》，方可开展培训活动，筹设期内不得招生。所有校外培训机构须纳入全国校外培训机构监管与服务综合平台统一管理，通过平台规范开展售课、消课等业务，主动接受国家监管。</span></font></p><p style="text-indent: 2.125em; margin-bottom: 10px; box-sizing: border-box;"><font face="微软雅黑"><strong style="box-sizing: border-box;"><span leaf=""><span style="color: rgb(0, 122, 170);" textstyle="">二是规范培训行为。</span></span></strong><span leaf="">在培训场所显著位置，规范公示证照、教师资质、课程体系、收费标准、退费制度等信息，确保真实准确、一目了然。<b>严禁一次性收取或以充值、次卡等形式变相收取时间跨度超过3个月或60课时或超过5000元的费用。</b>引导家长通过“校外培训家长端”APP选课缴费，保障退费渠道畅通。不得在主流媒体及其新媒体、网络平台、公共场所、居民区等线上线下空间，刊登、播发面向中小学生的校外培训广告；严禁发布夸大培训效果、误导教育观念、制造焦虑的违法违规广告。严禁聘用中小学在职教师，对所有从业人员严格执行入职资格审核和准入查询制度，依法签订劳动合同、缴纳社会保险，切实保障从业人员合法权益。</span></font></p><p style="text-indent: 2.125em; margin-bottom: 10px; box-sizing: border-box;"><font face="微软雅黑"><strong style="box-sizing: border-box;"><span leaf=""><span style="color: rgb(0, 122, 170);" textstyle="">三是严禁违法违规。</span></span></strong><span leaf="">根据“双减”政策要求，国家法定节假日、休息日及寒暑假期间，严禁以任何名义、任何形式组织学科类培训。寒假期间，各级校外培训监管部门将加大执法检查力度，严厉打击未经审批擅自办学、学科类培训隐形变异、违规收费、虚假宣传、在职教师有偿补课等违法违规行为，发现一起、查处一起，绝不姑息。</span></font></p><p style="text-indent: 2.125em; margin-bottom: 10px; box-sizing: border-box;"><font face="微软雅黑"><strong style="box-sizing: border-box;"><span leaf=""><span style="color: rgb(0, 122, 170);" textstyle="">四是压实安全责任。</span></span></strong><span leaf="">各机构要始终将学员生命安全放在首位，严格落实安全生产主体责任，全面执行《校外培训机构消防安全管理九项规定》。配齐配足消防安全设施，确保消防通道畅通，制定完善应急疏散预案。寒假前要配合行业主管部门及消防等相关部门至少开展1次全面安全自查自纠，营业期间每2小时开展不少于1次防火等安全巡查，定期组织安全教育和应急疏散演练。对存在场地、设施、消防等安全隐患的，须立即停业整改，隐患未消除前不得恢复培训。</span></font></p><p style="text-indent: 2.125em; margin-bottom: 10px; box-sizing: border-box;"><span leaf=""><font face="微软雅黑">陕西省鼓励校外培训机构采用“先学后付”收费模式，提升培训服务质量。希望各机构及相关从业人员严格遵守法律法规和“双减”政策要求，规范办学行为，坚持诚信经营，以安全优质的服务赢得社会信任。对无证办学等违法违规行为，监管部门将持续加大查处力度，坚决维护规范有序的教育培训生态。</font></span></p><p style="margin-bottom: 10px;
