line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 5.“渭南健康码”作为居民小区、公共管理和服务机构等所有活动场所的电子通行凭证。所有人员出入公共场所、乘坐各类交通工具必须主动申码、亮码，配合工作人员完成测温、验码。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 二、管理使用</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 1.各县市区要落实好属地管理原则，督促辖区内各机关企事业单位干部职工迅速申领注册“渭南健康码”，实现“持码上岗，码上行动”。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 2.“绿码”正常通行，与全国、全省联网后互通互认；“黄码”不建议出入人员密集的公共场所和乘坐市内公共交通工具，可出入居住地和复工场所；“红码”要按规定执行14天隔离管控措施。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 3.各行业要落实好行业管理职能，加快“渭南健康码”的使用推广。行政审批部门负责各级各类政务服务大厅；教育部门负责学校及培训机构；卫健部门负责医院及各类医疗机构；交通部门负责火车站、客运站、各类公共交通工具；工信部门负责企业；民政部门和镇（街道）分别负责住宅小区、村（社区）；商务和市场监督部门负责商超、农贸市场、个体户等；文化和旅游部门负责图书馆、文化馆、娱乐场所、旅游景区等。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 4.公交车、出租车、网约车等各类交通工具要对所有乘客测温、验码。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 5.各级宣传部门要广泛开展“渭南健康码”的推广和使用宣传，充分利用线上、线下等各种方式，引导公众积极申领注册，确保人员正常流动。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 6.各级政府机关、企事业单位、公共服务机构、居民小区等公共场所必须在进出口明显部位张贴“渭南健康码”二维码。并确保在3月31日前做到“出入人员申码、亮码，管理人员测温、验码”。市应对疫情工作领导小组办公室将对推广使用情况进行专项督导检查,对落实不力的县市区和部门予以通报。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 1.“渭南健康码”由市委网信办开发运行，组织电信、移动、联通三大运营商协助各县市区推广和使用。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 2.各县市区、镇（街道）、村（社区）分别要指定专人担任健康管理员，负责与三大运营商联络人及时衔接，并落实好本辖区各检测点验码人员验码权限申请。</span></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><br></section><section style="color: rgb(63, 63, 63); line-height: 1.75em;"><span style="font-size: 16px;letter-spacing: 2px;"> 3.“红码”经各县市区卫健部门出具健康医学证明，并将有关人员健康医学证明信息报送当地运营商联络员（见附件）后，再为其进行相应转码操作。“黄码”进入渭南满14天后，身体无异常，系统自动调整为绿码。</span></section><section style="color: rgb(63, 63, 63);
