border-box;'>一、指导思想<br style='box-sizing: border-box;'></span></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>以习近平新时代中国特色社会主义思想为指导，全面贯彻落实中省关于保障性安居工程建设的决策部署，坚持以人民为中心的发展思想，坚持新发展理念，按照高质量发展要求，大力改造提升城镇老旧小区，实施公租房分配清零行动，稳步推进棚户区改造，改善居民居住条件，加快实现住有所居目标，推动构建“纵向到底、横向到边、共建共治共享”的社区治理体系，让人民群众生活更方便、更舒心、更美好。</span></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>二、主要内容</span></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>（一）城镇老旧小区改造。以“一区一策”、“一楼一策”的方式，对全市2000年底前建成的年代较早、失养失修失管、市政配套设施不完善、社区服务设施不健全、居民改造意愿强烈的老旧小区进行基础类、完善类、提升类改造，推动建设安全健康、设施完善、管理有序的完整居住社区。涉及老旧小区养老、文化、教育、卫生、托育、体育、邮政快递、社会治安等各类设施增设或改造，以及电力、通信、供水、排水、供气、供热等专业经营单位的相关管线改造，与老旧小区改造规划和计划有效对接，同步推进实施。按照“保基本”的原则，重点支持基础类改造内容。进一步摸清底数，建立2005年底前建成城镇老旧小区改造项目储备库。从2021年起将2000年底以后建成的小区纳入申报范围，但年限不得超过2005年底，且2021年申报比例不得超过15%（按居民户数计算），2022年以后申报比例按中省确定的比例为准。</span></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>（二）城镇棚户区改造。一是加快棚户区改造项目建设进度。对列入省政府计划尚未开工的项目，加快完善征迁方案，落实项目建设资金，尽快开工建设。对列入省政府计划逾期未回迁的项目，要积极筹措安置房建设资金，同步完善周边配套基础设施，尽量缩短回迁安置房回迁周期，加快群众回迁步伐。二是破解棚改融资和项目平衡难题。在加快国开行、农发行已批贷款使用的基础上，通过合理配置土地资源，吸引社会资本参与棚户区改造，推进项目顺利实施。三是对已进入还款期的棚改政府债务情况进行全面清理，掌握真实风险底数，从实际出发分类审慎处置。按照“分级负责”要求，通过制定偿债计划，加强资金调度，盘活资产资源，防范化解棚改债务风险，确保不出现到期债务逾期违约现象。</span></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>（三）公租房建设管理。一是推动公租房项目建设，实行分配入住清零行动。通过完善项目建设审批手续，加快“产权共有”步伐，健全分配、使用、退出和资产盘活机制，促进所有的公租房项目2021年底前全部建成并完成分配入住。二是完善住房保障政策体系，实现公租房“一网通办”，提升综合服务效能。对城镇户籍低保、低收入住房困难家庭依申请实现应保尽保，对环卫、公交等行业困难群体和重点产业困难职工实现精准保障。三是加快公租房资产登记，明晰政府、企业、个人的产权，建立三级资产管理台账，确保国有资产不流失。四是积极开展“和谐社区·幸福家园”达标工作，实现保障对象“住得进、稳得住、有尊严”。<br border-box;'>（一）城镇老旧小区改造。2020年—2023年计划改造城镇老旧小区382个。2020年计划改造城镇老旧小区57个,其中，临渭区改造37个，渭南高新区改造8个，华州区改造12个；2021年计划改造城镇老旧小区81个，其中，临渭区改造50个，渭南高新区改造5个，华州区改造26个；2022年计划改造118个，其中，临渭区改造70个，渭南高新区改造12个，华州区改造36个。2023年计划改造126个，其中，临渭区改造96个，华州区改造30个。</span></p><p border-box;'>（二）城镇棚户区改造。一是未开工的42个项目，2020年10月底开工3个，其中，临渭区1个，华州区2个；2021年开工10个，其中，临渭区8个，渭南经开区2个；2022年开工13个，其中，临渭区10个，华州区1个，渭南高新区2个；2023年开工16个，临渭区14个，华州区2个。二是15个未按期回迁安置房建设项目，2022年底前全部完成回迁。其中，临渭区4个，渭南高新区5个，渭南经开区4个，华州区2个。</span></p><p border-box;'>（三）公租房建设管理：一是2021年底中心城区未分配入住的47986套公租房全部完成建成并分配入住。其中，华州区414套、渭南高新区144套、渭南经开区1332套2020年底前完成，临渭区46096套2021年底前完成。二是各区2020年12月底完成公租房分配管理实施办法的修订工作，对环卫、公交等行业困难群体和重点产业困难职工实施精准保障。三是公租房资产的确权登记工作，2020年完成总任务的30%，2021年完成总任务的70%，2022年全部完成确权登记工作任务。四是“和谐社区·幸福家园”创建达标工作，200套以上的公租房小区全部实现省市两级验收命名。其中，2020年完成总任务的30%，2021年完成总任务的70%，2022年全部完成创建工作任务。<br border-box;'>（一）加强组织领导。在渭南市城市规划建设管理“三覆盖、四清零、五提升”指挥部领导下，设立中心城市保障性安居工程改造提升办公室，办公室设在市住房城乡建设局，办公室主任由市住房城乡建设局局长担任，统筹协调全市城镇老旧小区、公租房、棚户区改造提升工作。成员单位由市住房城乡建设局、市发展改革委、市财政局、市自然资源规划局、市工业和信息化局、市民政局、市行政审批局、市市场监管局、市城管执法局、市公安局、市体育局、市卫生健康委、市文化和旅游局、市教育局、市消防救援支队、市邮政管理局、国网渭南供电公司、市城投集团、市产投集团、市天然气公司等有关部门（单位）组成。各成员单位要联动配合，指导各县市区编制、上报申请纳入中央补助资金支持的改造计划及项目内容清单，积极争取政策和资金支持，协调解决问题，督办工程进度，促进提升改造工作全面推进。</span></p><p border-box;'>（二）加快项目审批。要结合工程项目审批制度改革，精简城镇老旧小区改造工程审批事项和环节，构建快速审批流程，积极推行网上审批，提高项目审批效率。项目改造方案可由各区政府（管委会）组织有关部门进行联合审查后，直接办理立项、用地、规划审批。不涉及建筑主体结构变动的低风险项目，实行项目建设单位告知承诺制的，可不进行施工图审查。同时，鼓励各有关部门和单位进行联合验收。</span></p><p style='text-align: justify; text-indent: 2em; box-sizing: border-box;'><span style='color: rgb(0, 0, 0);box-sizing: border-box;'>（三）强化筹措资金。要在积极争取中省补助资金的基础上，通过采取增加财政投入、加大银行信贷支持、吸引民间资本参与、扩大地方政府债券融资、企业和群众自筹等办法筹集资金。电力通讯、专业经营单位等要按规定落实好税费减免政策，适当减免入网、管网增容等经营性收费。同时，要积极引导专业经营单位履行社会责任，出资参与小区改造中相关管线设施设备的改造提升；改造后专营设施设备的产权可依照法定程序移交给专业经营单位，由其负责后续维护管理。</span></p><p border-box;'>（四）加快项目建设。一是逐项目分析制约项目建设的不利因素，提出推进措施，倒排工期，责任到人，完善相关手续，确保项目顺利推进。二是强化目标责任管理，通过建立问题项目台账，明确建设进度、整改时限、责任单位和具体负责人等，加大项目推进力度，争取项目早日建成。</span></p><p style='text-align: justify; text-indent: 2em;
