text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></p><p style="color: rgb(71, 71, 71); text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></p><section style="text-indent: 2em;"><font face="微软雅黑" size="3">货运物流和邮政快递行业是保障社会物资正常流通的重要依托和渠道，在经济社会发展中发挥了重要作用，近年来全市货运从业人员为我市保障物资运输工作做出了积极贡献。近期，我市疫情在货运行业出现了一定传播风险，为保障广大货运从业人员身体健康，切实阻断疫情传播链条，按照我市疫情防控工作要求，现就进一步加强货运物流、邮政快递行业从业人员疫情防控工作通告如下：</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">一、为运输抗疫、防疫物资和其他保障民生重点物资的货车开辟高速公路绿色通道，协助健康码异常货车司机向接收单位转运物资；对因疫情原因导致营运货车逾期未实施综合性能检测的免于处罚；面向货运司机推出“轻微交通违法首错免罚”等服务。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">二、即日起，所有货运物流行业从业人员及与其相关的汽修、加油（气）站和货运场站场所周边的餐饮、洗车、小商店等从业人员，每日免费进行1次核酸检测，连续检测一周，做到应检尽检，不漏一人。市公安局、市交通运输局将在市区设置检查点，开展全市货运码扫码及核酸查验工作。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">三、由省外和省内有疫情地区来返我市的货运物流、邮政快递司乘人员，须提前24小时与我市接收单位（货主）对接，由我市接收单位（货主）向属地社区（村）和主管部门报备行程路线和抵达时间，逾期未报备或未如实报备的，将依法处理。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">四、全市各加油（气）站、交通卡口、批发市场和物流分拨中心等市场主体，须安排专人负责货运司机专属场景码和通用监管码的使用管理工作。由专人手持场景码、监管码引导货运司机扫码，确保不漏一人。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">五、全市国省干线、高速公路疫情防控检查点对所有外来车辆实行“逢车必检、逢人必验”，严格测温、查验48小时内核酸检测阴性结果、陕西一码通绿码、通信大数据行程卡，严格核查人、身份证件、手机等信息一致性。所有来返我市货运物流、邮政快递司乘人员就地接受1次免费抗原检测、1次核酸检测鼻咽拭子（单采单检），扫“西安货运码”登记人员及货运信息，签订个人疫情防控承诺书，不得隐瞒行程。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">六、对持有《**省（直辖市）疫情防控应急（重点）物资通行证》重点物资运输车辆，按上述要求查验、采样、登记、承诺后予以放行，严格落实“定点定时、同进同出”措施。对国内中高风险区所在地市来陕未持有《车辆通行证》的货运物流、邮政快递司乘人员，就地进行隔离管控。对有本土疫情省份来陕的，按上述要求查验、采样、登记、承诺后予以放行。司乘人员14天内去过外省市且无48小时核酸阴性证明或抵市前未主动报备的，原则上予以劝返，涉及医疗、民生、能源、农资等重点物资运输保障或其他有必须入市需求的，一律按上述要求查验、采样、登记、承诺，按照“两点一线”原则直达交货地，沿途不得与他人接触。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">七、货运物流、邮政快递车辆司乘人员离市的，要提前24小时报备。实施集中隔离管控的司乘人员，原则上待隔离管控期满后方可离市；对特殊情况，必须在离市前24小时内完成1次核酸检测，结果阴性后“点对点”闭环形式转运至离市交通工具或市界，并将司乘人员相关信息及时推送至其目的地疫情防控部门。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3">八、货运物流、邮政快递车辆司乘人员要积极配合防疫、公安交警等部门落实抗原检测、核酸采样、行程报告等措施，对拒不配合落实疫情防控措施，故意隐瞒行程或以伪造核酸检测报告等手段逃避检查的，公安机关将依照相关法律，最高处以行政拘留10日并处500元罚款。对造成疫情传播或有传播严重风险的，将以涉嫌妨害传染病防治罪立案侦查，依法追究相关人员刑事责任。</font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;"><font face="微软雅黑" size="3"><br></font></section><section style="text-indent: 2em;text-align: right;"><font face="微软雅黑" size="3">西安市公安局</font></section><section style="text-indent: 2em;text-align: right;"><font face="微软雅黑" size="3">2022年4月10日</font></section><section style="text-indent: 0em;text-align: right;"><br></section></section></section></section></section></section></section><p style="text-align: center;"><span style="color: rgb(178, 178, 178);"><font face="微软雅黑" style="" size="2">（来源：西安公安）</font></span><br></p><p><br></p><p style="text-align: center;margin-bottom: 0em;"><img src="http://www.yewn.cn/data/attachment/forum/202204/09/095400zg6l9lmmpltb6mhm.jpg"></p><p style="margin-top: 5px;
