渭南城区的街头、公园有人遛狗总不牵绳，希望可以杜绝这种行为

letter-spacing: 0.544px;'>心一惊，本能地也躲到路那边，给这一行让出道来。</span></section><p style='text-indent: 2em;margin-top: 0em;margin-bottom: 0.5em;'>往前走到最近岔道口，想改变路线。刚转身抬脚，吓了一跳——差点和一只大狗撞上！两位女士跟在狗后边，见状立即叫狗靠左走，然后一起转入风景大道朝前走去。看着他们的远去的身影，我愣在原地。</p><section style='text-align: center;margin-bottom: 0.5em;'><span class="wxart_image" wx-style='display:inline-block;'></span></section><section style='text-indent: 2em;margin-bottom: 0.5em;'><span style='text-indent: 2em; letter-spacing: 0.544px;'>大多数养狗的市民，散步遛狗时都牵着狗绳。</span><span style='text-indent: 2em; letter-spacing: 0.544px;'>但也有一些人，不牵狗绳，或者狗在前面跑，或者狗跟在人后面走，悠哉乐哉。</span><br></section><section style='text-indent: 2em;'>听常在湭河公园散步的一位市民说，他曾多次在湭河公园见到两条大狗奔跑撒欢，一位男士远远跟在后边走。狗从身边跑过，游人惊恐躲闪，半天惊魂不定，而狗主人从容淡定，见惯不怪。</section><p style='text-indent: 2em; letter-spacing: 0.544px;'></span>可是，狗毕竟是狗，人看着害怕，万一遇到特殊情况咬了人呢？何况，网络上狗咬人的事件屡屡发生。成都一条未拴绳的德牧犬扑倒并咬伤了一名13岁少年，狗主人被拘留罚款；狗撞人致人9级伤残，两犬主人分别赔偿11万和3万。这些情况，由不得市民不怕。<span style='text-indent: 2em; letter-spacing: 0.544px;'></span><br></section><section style='text-indent: 2em;'>杨女士带着孩子在公园散步，她十分看不惯一些狗主人遛狗不牵绳的行为。“遛狗不拴狗绳，我们带着娃娃出来耍也不安全。”</section><p style='text-indent: 2em; margin-bottom: 0.5em;'>正在遛狗的温女士说：“我一般不会轻易解开绳子，怕它乱跑撞到老人或者小孩子。”旁边的一位狗主人说：“只有在公园僻静的地方，在没有一个人的时候，我才会把绳子解开，让狗狗自由地耍一会。但一旦发现远处来人，就会立即再套上。”是啊，不怕一万，就怕万一。</p><section style='text-align: center;margin-bottom: 0.5em;'><span class="wxart_image" wx-style='display:inline-block;'></span></section><section style='text-indent: 2em;
