2em;">辖区容易出现拥堵点的，大部分都是因违法停车所导致的，比如前进路天桥附近，很多出租车司机在等候乘客时，这里设有出租车停靠点，由于数量的限制，很多的出租车会停放在机动车道上，首先这是违法行为，其次前进路上左右两侧在通行过程中只有两条车道，停放在机动车道上会占据一条车道，通过的车辆，一是速度会缓慢，再就是容易出现危险，走个神就有可能追尾。</span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;text-indent: 2em;"></span><span style="font-size: 15px;text-indent: 2em;">再就是商圈附近，可能受疫情的影响，很多群众不出去旅游了，在闲暇时间，会选择去塬上的景点或者市区商场，我们辖区的商场比较多，比如宏帆广场、吾悦广场。</span><span style="font-size: 15px;text-indent: 2em;">现<strong>在矛盾点比较突出的是吾悦广场西华街，西华街东西方向的路况比较简单，但周边环境比较复杂，</strong>因为周边新洲华盛城、怡惠园、信达美墅等住宅小区比较多，再加上吾悦一体化集成的商场，所以在特殊时间，比如上学、放学、周末，拥堵就比较突出，原因</span><span style="font-size: 15px;text-indent: 2em;">是有一部分违停的车辆，这条道路本身就比较窄，停放车辆后会对后续车辆的通行造成不便，再就是有些小区出来的车辆需要回车，个别情况可能还要再调头，停放在小区门口的车辆，就会遮挡他们左转右转的视线，导致车速降低，通行秩序不佳，甚至会造成拥堵。</span></section><section style="line-height: 1.75em;text-indent: 2em;"><span style="font-size: 15px;text-indent: 2em;"></span><span style="font-size: 15px;text-indent: 2em;">现在三贤路安装了红绿灯，灯时我们可能还需要再优化，在没有调整之前，车辆在通行的过程中一旦有车辆影响别的车辆正常通行，就会发生积压车辆。</span><span style="font-size: 15px;text-indent: 2em;">这是相对比较有特点的两个地方，辖区还有一些地方，但是总体来讲，都是因为有违法车辆。</span><span style="font-size: 15px;text-indent: 2em;">交通设施存在老化等情况，可能也会影响大家对于违法行为的判断，所以针对以上的这些情况，我们对违停车辆，一是加大出警巡逻频次和纠违的力度，再就是对周边的交通标志标线再摸排，同时对周边涉及到拥堵路段的交通信号灯，我们也会进行观察后再次进行灯时优化配置，同时会派民警深入到周边住宅小区和商户，对大家进行提醒和普法。</span></section><section 15px;">郭荣：</span><span style="font-size: 15px;">近期围绕创建文明城市的需要，需要我们交通参与者更加的文明出行，理性出行，安全出行，同时也结合咱我们近期在进行的减量控大的工作，减少交通事故的发生，控制亡人事故的发生，基于这两点，我们在城区包括城乡结合部都进行了专项的交通整治，主要整治的内容：</span></p><p style="line-height: 1.75em;"><span style="font-size: 15px;"></span><span style="font-size: 15px;">一个是静态的管理，有违法停车的管理；</span><span style="font-size: 15px;">二是针对路面上小一点的交通工具的违法行为的整治，主要涉及到二三轮摩托车、电动车、自行车、行人；</span><span style="font-size: 15px;">有部分的群众可能开车的时候非常遵规守纪，但选择其他的交通工具以后，一是交通工具小，占用路面的空间也比较小，</span></p><p style="line-height: 1.75em;"><span style="font-size: 15px;">二是它可能更加灵活，所以对于路面的一些交通规则，就把它抛到脑后，就会出现闯红灯，违法载人，不戴头盔，逆向行驶，横穿马路等违法行为，这样的行为存在极大的交通事故隐患，所以我们在进行整治的过程中，是守点守线守面。</span><span style="font-size: 15px;">以我们辖区为例，我们有两个形象岗，国贸岗和渭清岗，我们会依托岗点进行交通安全普法宣传教育，我们设置有大喇叭和小喇叭，在高峰期平峰期反复不断的播放；</span><span style="font-size: 15px;">其次，我们要进行点位的不断变化，四个路口，我们每个路口都待一段时间对这个路口集中的某一些违法行为进行集中的整治。</span><span 15px;">郭荣：电动车挂牌，之前所挂的黄色临时牌照已经没有了，这个黄牌子是在超标电动车即将淘汰的过程中，临时挂的一种牌子，这个牌子已经没有了，同时这个牌照在今年的6月份就过期了，不能再使用了。现在挂电动车牌子，由于牌子数量等一些具体问题，<strong>临渭交警大队目前开通二中队、三中队和固市中队三个电动车挂牌点，挂牌的时候，需要我们在陕西省电动自行车管理平台去进行预约，预约过后，按照提示上传资料，然后按照预约的时间，本人带着预约的手机，同时骑着电动自行车戴着头盔来。</strong>提醒大家，在挂牌查验车辆的过程中，有很多的群众可能在骑乘电动车的时候，因为不方便，所以把旁边两个脚踏卸掉，但是如果把脚踏卸掉，查验是通不过的，所以来的时候一定要把脚踏安装好。</span></section><p 15px;">郭荣：按照规定，如果确实前方有障碍，是可以进行申诉的。进入等待区的时候是绿灯还是红灯，这个情况你自己判断一下，如果不存在这样的情况，前方确有阻碍导致你识别红绿灯错误等情况，你可以规整收集证据，到相关交警大队进行申诉。按照法律程序是可以进行反映，但必须得有充足的证据能够证实前方的车辆确实阻碍了你的视线，阻挡了你通行的道路。</span></section><p
