line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">义务教育学校入学按照户籍和居住地一致、户籍、房产、随迁子女和门店经营的先后顺序规范入学。四类进城务工随迁子女和父母就业经营子女，各校要根据父母在本市缴纳社保时间、居住证时间和营业执照时间等条件进行积分排序；五类其他要根据父母一方务工时间、租房时间等条件进行积分排序（学位紧缺学区可从三类开始实行积分排序）。各学校要结合实际，按照分类登记、积分排队的方法，制定切实可行的招生入学方案，并及时向社会公布，指导家长合理选择学校、有序登记，不得在城区小学重复登记。三类、四类、五类按照本类积分从高到低招生录取，直到学位占满为止，其余学生由高新区教育文体局统筹调配到其他有学位学校就读。</span></p><p style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">把关注弱势群体教育作为改善民生、维护社会稳定的重要工作来抓，努力为留守儿童、残疾儿童少年平等接受义务教育创造条件，保证其接受教育的权利。各校在组织实施义务教育阶段学生入学工作时，要特别注意解决好以下问题：一是对残疾儿童少年落实“一人一案”工作要求，依据区残疾人教育专家委员会出具的教育安置意见书做好做好残疾儿童的就学安置工作；二是按照省市规定规范落实公安子女、现役军人子女、综合性消防救援队伍人员子女教育优待政策；三是切实保障孤儿入学，关注留守儿童、少年就学。对这些学生要关心他们的生活和学习，确保他们按时入学；四是对引进高层次人才子女的入学，按照市、区的相关规定，结合实际根据就学优待政策安排入学。</span></p><p style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">根据中省市关于规范民办义务教育发展相关政策要求，2022年秋季，核减招生计划、缩小办学规模，坚持公民办同步招生原则，招生工作在教育文体局指导下组织实施。义务教育民办学校在城区范围内招生，有空余学位时，可适当扩大招生范围，但不得跨市域招生。新生招录过程要坚持公开、公平、公正的原则，不得超计划招生，不得提前录取新生，在办理入学登记前要在“信用中国”等网站严格核查学生父母信息，限制失信被执行人子女入读。招生过程主动接受社会监督，招生结果及时向社会公布。</span></p><p style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">各学校要充分认识普通中小学招生入学工作的重要性，按照《义务教育法》及有关招生政策的规定，切实把推进义务教育免试就近入学、消除大班额作为当前教育的一项重要工作来抓。校长是学校招生工作第一责任人。各校要制定切实可行的招生工作计划，确保招生的组织、实施、协调和监督工作顺利进行。同时，要建立和完善突发事件的应急处理机制，确保招生工作规范实施和社会稳定。</span></section><section style="max-width: 100%; line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">（二）均衡编班，消除大班额</span></section><section style="max-width: 100%; line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">义务教育学校招生要严格控制大班额、大校额现象，合理调控、分流招生人数，起始年级不得设置50人以上的大班额。各学校要严格执行消除大班额工作要求，不得突破学位设置上限。所有小学、初中全面实行均衡编班、均衡配备教师制度，严禁举办“快慢班”、“强化班”、“实验班”及其它变相的重点班；不得根据考试成绩对学生排名和编排学生座位。不得以“国际部”“国际课程班”“境外班”等名义招生。</span></section><section style="max-width: 100%; line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">招生工作涉及到千家万户的利益，各校要做好招生宣传工作，营造和谐氛围，向社会公布招生方案、学区划分、学校信息、招生计划、招生咨询电话等内容，主动接受社会监督，自觉维护社会稳定，营造良好的社会氛围。</span></section><section style="max-width: 100%; line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">(四）严格工作纪律，强化监督问责</span></section><section style="max-width: 100%; line-height: 2em; box-sizing: border-box !important;"><span style="max-width: 100%; font-size: 16px; font-family: Helvetica, Arial, sans-serif; box-sizing: border-box !important;">各义务教育学校要全面落实免试就近登记入学政策，严格按照学区登记，教育文体局对违规跨区域招收学生不建立学籍。教育督导室要加强对招生登记录取工作的过程督导，教育文体局纪检组要加大对违规招生行为的查处力度，并严肃追究相关学校和人员责任。</span></section><section style="max-width: 100%;
