display: flex; flex-flow: row; margin-top: 10px; margin-bottom: 10px;'><section style='display: inline-block;width: 100%;vertical-align: middle;align-self: center;flex: 0 0 auto;background-color: rgba(114, 174, 255, 0.11);padding: 25px;'><section style='text-align: justify;line-height: 1.75;letter-spacing: 2px;'><p style='text-indent: 2.25em;'><strong><span style='color: rgb(0, 122, 170);'>《管理办法》旨在规范我省缺陷消费品召回管理工作，完善缺陷消费品召回监管工作制度体系，更好保障消费者权益、规范市场秩序。</span></strong></p><p style='text-indent: 2.25em;'><br></p><p style='text-indent: 2.25em;'>《管理办法》要求，省市场监督管理局通过建立完善的召回工作体系、组织培训及查处违法违规行为等方式，确保缺陷消费品召回工作顺利进行，并委托专业技术机构提供技术保障。市、县（区）市场监督管理局负责收集消费品可能存在缺陷的信息，对召回实施情况进行严格监督。专业技术机构分别承担信息收集与系统运维、技术鉴定与效果评估等工作。生产者若发现消费品存在缺陷，要立即实施召回，并承担消费者因消费品被召回所支出的必要费用。其他经营者要建立健全信息核实处理制度，对发现的严重问题要及时向上级部门报告。</p><p style='text-indent: 2.25em;'><br></p><p style='text-indent: 2.25em;'>缺陷消费品信息收集包括市场抽检、监督抽查、消费者投诉、网络舆情、媒体报道等多种渠道，医院、学校、商场等场所反馈的信息也被纳入其中。省市场监督管理局发现消费品可能存在缺陷的，应通知生产者开展调查分析。生产者认为消费品不存在缺陷的，可提出异议并提供相关材料。生产者认为消费品存在缺陷或被责令实施召回的，应立即停止生产、销售、进口缺陷消费品，通知其他经营者停止经营。同时，生产者应向上级相关部门报告详细的召回计划，向公众公开召回信息并解答疑问。</p><p style='text-indent: 2.25em;'><br></p><p style='text-indent: 2.25em;'>省市场监督管理局质量发展局局长张颖表示，《管理办法》明确了省、市、县（区）三级市场监管部门及专业技术机构的职责，构建上下联动、协同高效的监管网络；压实生产者主体责任，从源头督促其严控产品质量、主动监测隐患，将有效保障消费者权益并提升产品质量，营造良好的消费生态环境，推动经济社会高质量发展。</p></section></section></section></section><section><section style='justify-content: flex-start;
