margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><font size="3" face="微软雅黑">耕地地力保护补贴对象原则上为大荔县拥有耕地承包权的种地农民。严禁将财政供养人员及不符合享受补贴条件的对象、面积纳入补贴范围。杜绝将死亡人员作为户主领取补贴。</font></span></p><p style='box-sizing: border-box; margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><span textstyle='' style='color: rgb(2, 30, 170);font-weight: bold;'><font size="3" face="微软雅黑">二、补贴依据：</font></span></span></p><p style='box-sizing: border-box; margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><font size="3" face="微软雅黑">享受耕地地力保护补贴的耕地原则上为完成确权并实际耕种的耕地。对已改变性质但未在确权系统退出的耕地不予发放。存在以下情形的不予补贴：</font></span></p><p style='box-sizing: border-box; margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><font size="3" face="微软雅黑">1.已作为畜牧养殖场使用、成片粮田转为设施农业用地、非农征（占）用等已改变用途的耕地及园地、林地、草地。</font></span></p><p style='box-sizing: border-box; margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><font size="3" face="微软雅黑">2.占补平衡中“补”的面积和质量达不到耕种条件的耕地。</font></span></p><p style='box-sizing: border-box; margin-bottom: 14px; line-height: 1.75; text-indent: 2em; text-align: justify; color: rgb(51, 51, 51);'><span leaf=""><font size="3" face="微软雅黑">3.退耕还林的、与果（林）间作的耕地。</font></span></p><p style='box-sizing: border-box;
