1. 高楼层是受益方，低楼层是纯粹受损方
- 高楼层：房价上涨、老人小孩出行便利、日常生活大幅提质；

二、合理的解决模式，不是投票碾压，而是协商补偿
1. 经济补偿是核心方案
由2楼、3楼、高层住户共同出资，一次性补偿一楼、二楼住户，弥补采光、贬值、噪音损失；补偿金额双方协商，根据电梯位置、遮挡程度定价。
2. 优化电梯设计，降低伤害
- 调整电梯井位置，远离低层窗户；
- 选用低噪音、低震动电梯设备；
- 预留足够楼间距，减少遮挡；
3. 分层分摊电梯费用、电费、维护费
楼层越高缴费越多，低层少交甚至免交后续运维开销，平衡利益。
三、两种边界情况
1. 低层无合理理由，单纯无理阻挠、漫天要价
比如电梯规划完全合规、几乎无遮挡、高层有高龄老人、残疾人刚需出行，低层单纯故意阻拦、索要天价补偿。这种可以通过街道、社区调解，按正规流程审批推进，并非无限纵容少数阻挠。
2. 规划方案严重损害低层居住权益
电梯紧贴一楼阳台、完全遮挡客厅采光、震动严重影响居家，哪怕全小区90%同意，低层也有权拒绝，整改方案之前不得施工。
四、总结
1. 议事规则可以参考多数意见，但不等于强制少数妥协；
2. 少数服从多数适用于公共公共管理、小区公共制度；不适用于侵害私人不动产、相邻权的利益改造；
