font-family: 宋体, SimSun, STSong;'><font size="3">一、依法诚信经营意识</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">按照《中华人民共和国广告法》《中华人民共和国反不正当竞争法》《中华人民共和国价格法》《合同行政监督管理办法》等法律法规和国家有关规定，全市各类培训机构要依法诚信经营，建立健全内部合规管理机制，确保消费者合法权益。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><strong><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">二、规范广告宣传行为</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">按照《中华人民共和国广告法》规定，严禁发布虚假广告欺骗误导考生；不得发布“绝对化用语”广告；广告中不得含有“包过”“保过”“保上岸”“保录取”“快速提分”“内部名额”“押题”等内容；不得虚构资质与背景（“傍名牌”）；广告不得通过虚假宣称与名校、名企存在合作关系，或夸大自身的师资力量来骗取信任；不得借人事招录主管部门、往届优秀考生名义、形象开展宣传；不得利用过往学员或家长的名义、形象进行推荐、证明，所有线上线下广告宣传内容必须真实、合法，并符合社会主义核心价值观要求。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><strong><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">三、规范价格收费行为</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">按照《中华人民共和国价格法》《明码标价和禁止价格欺诈规定》规定，在经营场所和线上销售页面显著位置明确课程名称、课时、授课形式、服务内容及收费标准。不得在标价之外加价或提供服务，不得收取任何未予标明的费用，不得实施虚构原价、虚假折价等价格欺诈行为。促销活动应当如实标明规则、适用条件及优惠计算方式，不得以虚假营销诱骗消费。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><strong><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">四、规范合同管理行为</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">按照《民法典》和《合同行政监督管理办法》规定，规范服务合同文本，不得以合同、通知、声明等形式设置“不予退费、概不负责”等不公平格式条款。培训服务涉及的权利义务、收费标准、课时安排、退费规则、违约责任均要以书面形式明确约定，不得模糊表述、隐性设限；严禁利用格式条款免除、减轻自身法定责任，严禁加重考生责任、排除或限制考生合法权利；不得利用格式条款免除自身应当承担的履约风险、退费责任，不得单方面加重考生违约责任、不合理扣减培训费；不得设置隐形门槛限制考生依法解除合同、申请退费的权利。退费条件、扣费标准、退费时限不能模糊表述，不得在合同外增设额外退费限制；承诺内容应当与合同约定保持一致，不得口头许诺、模糊约定，严禁以格式条款排除考生投诉维权的权利。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><strong><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">五、规范市场竞争行为</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">按照《中华人民共和国反不正当竞争法》规定，不得编造虚假师资背景、伪造学员成绩、虚构通过率获取不正当优势；不得组织参与虚假交易、虚假评价、操纵搜索排名等流量造假；不得对同业机构商业诋毁、恶意比较，不得采取其他违反公平诚信原则的手段扰乱市场秩序。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><strong><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">六、规范信息公示机制</font></span></strong></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0); font-family: 宋体, SimSun, STSong;'><font size="3">根据《企业信息公示暂行条例》第十条规定，各经营主体应依法依规通过国家企业信用信息公示系统，向社会公示行政许可取得、变更、延续信息和受到行政处罚等信息，履行公示义务；不得迟报、漏报、隐瞒不报；未依法履行公示义务的，将被依法依规处理。</font></span></p><p style='text-indent: 43px;line-height: 1.75;'><span style='color: rgb(0, 0, 0);
